产业集群“市场失灵”中的政府职能定位

Government Function Location in the "Market Failure" of Industry Cluster

产业集群虽具备企业与市场的双重优势,但在外部效应、公共物品的有效供应、技术创新、竞争秩序等方面依然存在明显的市场失灵。本文认为,作为公共政策的制定者和公共物品的提供者,作为规制产业集群发展的外部力量,政府应依据"有为"且适度原则,立足于市场,立足于服务与管理,通过公共物品的有效供给、社会服务网络的建立与完善、产出集群的市场竞争秩序的整治和优化、技术与制度创新的推进,确立政府在产业集群中的合理定位,促进产业集群健康发展。

Although industry cluster has dual superiority of the enterprise and the market, it still has obvious market failure in external effect, effective supply of public goods, technological innovation and competitive order etc. Being the public policy maker and the provider of public products and being the external power of regulating industry cluster＇s development, the government should base on the two basic stands of the ＂efficient＂ and moderate principle and services , and definitely make up for ＂market malfunction＂ of industry cluster and can establish the rational location so as to accelerate the healthy development of industry cluster through effective supply of public goods, establishment and improvement of social service network, regulation and optimization on market competitive order of industry cluster, promotion of technologic and institutional innovation.
