The Analysis of Financial Support about Rural Public Goods Supply

在新农村建设中,实现公共产品的效率供给必须明确:公共产品的供给主体需要从目前的政府一元化向多元化方向发展。而这种主体多元化发展的前提是是否具有相应的融资渠道来满足投资需求,需要社会率先构建起相应的金融支持体系。本文认为,供给主体的多元化发展所需要的金融支持体系在中国30年的金融改革历程中已经具备了可能性和现实条件,进一步的发展所需要的是从上至下改变认识,把金融支持能力建设作为农村公共产品有效供给的前提,进而着手农村金融体制的调整,开放市场,引进资本,培育机构,合理分工,创新金融政策,构建科学合理的金融体系。

In the new rural construction, in order to achieve the efficient supply of public goods, the logical sequence that solves the problem should be clarified. First we must clear about that the main supply body of public goods needs to develop from the present government unification to the unified direction of diversification, but the premise of main body diversification development is whether we have corresponding financing channels to satisfy their investment needs , correspondingly, it also requests the community take the lead in building a financial support system to expedite its development. The financial support system, which the supply main body diversification development needs, has had the possibility and reality during the past 30 years of financial reform in China, what the further development needs is to change our understanding from top to bottom , take the financial backing ability construction as the premise of effective supply of public goods in rural areas , and then to start the rural finance system adjustment, open market, introduce capital, cultivate organization, rationally distribute the labor, innovate finance policy and construct scientific and reasonable finance system.
