论房地产业的民生性质及其产业定位

On the Nature of People’s Livelihood in Real Estate and Its Industry Positioning

房地产业作为以提供住宅消费为主的产业,本来就与民生有着天然的联系。尽管市场经济条件下的房地产具有资本属性,但这不能湮灭它与民生之间的联系,正是房地产与民生之间的这种天然联系,决定了整个房地产业的民生性质。为了民生安康和房地产业健康发展,中国应当确立"民生地产"的产业定位。"民生地产"范畴中的"民生",涉及生产、生活、生态;"民生地产"基本内涵对房地产业的逻辑规范是满足需要、消费适度、公平正义;其外延不仅限于住宅地产,同时还涉及与民生相关的工业地产、商业地产、公共地产(如交通、教育、医疗、文化等)。而将房地产业定位于国民经济"支柱产业",不但缺少资源供给的可持续性支持,也不利于经济发展方式转变和综合国力提升。当代中国应以高科技、文化、教育等产业为主导乃至支柱产业才是正确抉择。

As a consumer-oriented industry real estate and the people＇s livelihood have natural links. Although under the conditions of the market economy real estate has capital attributes, it should not destroy the link between people＇s livelihood. It is the people＇s livelihood in real estate and natural link between the decision of the whole nature of the real estate industry＇s livelihood. For the people＇s livelihood well-being and healthy development of the real estate industry, China should establish ＂real estate of people＇s livelihood＂ positioning. ＂Real estate of people＇s livelihood＂, the scope of the ＂people＇s livelihood＂, involving the production, life and ecology; ＂Real estate of people＇s livelihood＂, the basic content of logical norm of the real estate industry is to meet the needs of moderate consumption, fairness and justice, and its extension is not just residential real estate, while also involved with the people＇s livelihood-related industries, including industrial real estate, commercial real estate and public real estate （such as transportation, education, health care, culture etc.）. While the real estate located in the national economy ＂pillar industry＂, not only lack of resources to support the sustainability of supply, is not conducive to economic development patterns and enhance the comprehensive national strength. Contemporary China should be based on high-tech, culture, education and other industries as well as a pillar industry-led is the right choice.
