我国农产品质量安全保障体系建设的研究

Security System Construction of the Quality and Safety of Agricultural Products in China

农产品质量安全是一项事关全社会的民生工程,并直接影响我国农产品的国际竞争力及国际形象。本文构建了具有中国特色的农产品质量安全保障体系,包括以政府为主体的监管体系、"从田间到餐桌"的全过程监督体系、消费者全员参与的监督体系,并提出相关措施,即进一步加强政府对农产品质量安全监管的资金投入、强化对品牌农产品的支持和保护、加大对农产品质量安全信息的披露力度、大力发展农业合作组织、加强对生产者安全生产和诚信的教育,以确保我国农产品的质量安全。

The quality and safety of agricultural products is a project that concerns people＇s livelihood and influences the intemational competitiveness and image of China＇s agricultural products. The security system of the quality and safety of agricultural products with Chinese characteristics is constructed in this paper,including the supervising system with the government as mainstay, the safeguard system of the whole process from the field to the table, and the supervising system with all the consumers participating in. And the matching measures are put forward,such as strengthening the investment for the supervision of the quality and safety of agricultural products by government, supporting and protecting the brand of them, increasing efforts to disclose the quality and safety information, developing agricultural cooperation organization greatly, and strengthening the education of the producers on production safety and integrity, so as to ensure the quality and safety of agricultural products.
