论国际恐怖主义防治机制的构建标准

国际恐怖主义是国际社会的"公害",构建相应的防治机制是抑制国际恐怖主义的有力武器。国际社会虽然对防治机制的构建进行了各种努力,但迄今为止,尚未形成一个有效的国际恐怖主义防治机制,其中原因虽然多样,比如国际关系的复杂性和各国利益诉求的差异性等,但主要是构建该机制的标准不明确所致。鉴于此,从制定统一的概念标准、构建国际和谐社会、建立国际政治经济新秩序、完善国际反恐刑事法制以及倡导联合国主导下的武力反恐等方面明确防治机制的构建标准,对于国际恐怖主义防治机制的完善和最终有效确立有着极为重要的意义。

International terrorism is a ＂public poison＂of the human being or international society and accordingly constructing the mechanism of prevention and governing is a powerful weapon for repressing it. Due to complexity of international relations and different benefits of each state, although international society has made efforts for it, the mechanism has not yet formed. In view of it, it is a rational selection for international society to construct the mechanism from making a same definition, constructing a harmonious international society, establishing a new order for politics and economics, perfecting international criminal systems against terrorism and advocating UN-orientation forces against terrorism.
