最近发生的三聚氰胺事件暴露出我国政府在危机管理中存在的管理低效能问题。在危机的事前管理、事中管理和事后管理的三个阶段中,都存在着不同程度的政府管理职能缺位、越位和错位现象。为了更好地建设服务型政府,提高政府危机管理效能,我国政府需要采取增强危机管理意识,建立有效的危机管理配套机制,完善危机管理法律体系等一系列措施。

Melamine Incident, occurs recently ,reveals the problem that administrative efficiency of our country＇s government is low in crisis administration. In three administrative stages：before, in and after incident, government＇s administrative function vacancy, excess and vertical dislocation phenomena exist in different degrees. In order to construct service-oriented government better, advance government＇ s crisis administration efficiency, our country＇ s government needs to take a series of measures such as enhance crisis administration awareness, establish effective and supporting crisis administration mechanism, perfect legal system of crisis administration.
