物流园区发展与创新探讨

The Exploration of the Development of Logistics Park and Innovation on It

在体制创新的推动下,21世纪中国物流进入了发展期,物流园区在中国获得了快速、大规模的发展,这是中国物流的一件大事。物流园区是一个新生事物,人们对它的认识还存在很大分歧,这种分歧直接影响着物流园区的发展道路与创新指向。本文认为,物流园区是政府划定的一定规模的城市(或者经济区)的功能区域,供物流企业进行聚集和运作。物流园区创新要围绕物流园区的基本定位——服务进行,即我们应追求由物流园区定位派生而来的功能和作用,如城市科学布局,完善城市功能,缓解物流对城市可持续发展造成的负面影响,集中对物流设施进行大规模建设,增强城市与外界的经济交往能力,增强对城市内部各产业的物流服务能力,提升城市现代化水平等。另外,物流园区本身的设计、建设、运作、管理也存在很大的创新空间。文章提出,要坚持科学发展观,为物流园区的发展和创新创造一个良好的社会环境。一是体制方面的创新,对物流园区进行体制设计;二是从更为广阔的视野出发进行创新,把物流园区打造成平台;三是吸收其他产业的成功经验,将之转化到物流园区的创新中来,实现物流园区的连锁;四是进行物流园区本身经济活动的创新。

Droved by the institutional innovation, in the 21 century, China＇s logistics industry has entered into a new phase of development and great achievement has been scored in the development of logistics park. We have different understanding on the logistics park, which will have direct effect on way of its development and innovation. We should create a sound social environment for the development and innovation of logistics park based on the scientific outlook of development. The author also puts forward some countermeasures on the development of logistics park, such as implementing the institutional innovation, extending our field of vision, drawing on the experience of other industries and making innovation in the economic activities of logistics park.
