Narrowing the Gap between Different Income Groups and Expanding Consumption Demand

扩大居民消费需求不仅是化解我国生产性过剩、避免我国经济增长走低的需要,也是应对全球金融危机,加快我国经济发展方式转变的需要。要扩大居民消费需求,必须缩小我国居民收入差距。这是因为,收入差距过大既会导致消费断层,又会导致平均消费倾向降低。尤其在大额刚性支出存在的情况下,收入差距过大更是直接制约着我国居民消费需求的扩大。为缩小我国居民收入差距,应努力提高农村居民收入水平,提高城镇低收入者收入水平,加快建立并完善覆盖城乡居民的社会保障体系,调节过高收入,努力解决垄断行业的高收入问题。

Expanding consumption demand is not only the requirement of solving the problem of overproduction and the decreased economic growth rate, but also the requirement of responding to the severe impact of the global financial crisis and accelerating the transformation of economic development mode. To expand consumption demand, we must narrow the gap between different income groups which is one of the factors to constrain the expanding of consumption demand. The author puts forward some on how to expanding consumption demand, such as increasing income in rural areas, increasing income of citizens with low income, building and improving social security system, and solving the problem of the high income in the monopoly industry.
