摘要
首先阐述节能减排与发展循环经济的内在联系,然后针对我国节能减排的严峻形势,剖析了我国节能减排的内外部制约因素,具体包括人的观念、法律法规、产业结构和资金技术等。最后,为消除制约因素的影响,提出建立全新的节能减排观念、健全法律法规体系和财税政策体系、重视非工业领域的节能减排、扶持节能服务产业、加大节能减排的技术产品研发、进行产业与能源结构调整、兼顾大中小企业的节能减排等应对策略。
The paper analyzes the inner relation between energy-saving and emission-reducing measure and developing recycled economy,and external elements preventing China from saving energy and reducing emission,including people's ideas,law system,industrial structure,capital and technology.In order to abolish the inhibiting elements,we should have a new idea,improve law system and financial and tax system,pay more attention to non-industrial fields in saving energy and reducing emission,develop energy-saving service industry and strengthen the development in energy-saving and emission-reducing products with high technology.
