城市土地集约利用就是某一时点、某一区域的城市土地中,在获得城市最大规模效益和集聚效益的基础上,以土地合理利用为前提条件,通过增加土地投入、改善经营管理方式等途径,来获得土地的最佳综合效益。按照系统性、适宜性、可量化等原则,在宏观、中观和微观3个层次上,从城市土地集约利用的条件基础、土地投入强度、土地利用程度、土地利用效益、土地集约利用发展趋势等方面,构建城市土地集约利用评价体系。
