我国城镇住房制度改革的理论与实践,从住房实物福利分配到住房商品化,始终围绕住房的保障属性和商品属性展开。依照住房制度改革的历史进程,对改革开放以来的住房改革理论与实践进行回顾和梳理,展现了符合中国国情的城镇居民住房需求的理论与实践发展的轨迹。这对进一步完善城镇住房保障制度建设和规范住房市场秩序具有重要意义。

China＇s urban housing reform theories and practices, which refer to the change from housing distribution in kind to housing commercialization, have never deviated from the center that housing has double properties：commodity and social security. On the grounds of the historical process of China＇s urban housing reform, this article reviews and systemizes China＇s urban housing reform theories and practices of the past 30 years. As a result , it makes the track of development of the theories and practices which meet the housing requirements of China＇s urban citizens clear. And this is of great signifiance to the perfection of institutional improvement about China＇s urban housing security system and the orderly operation of market system.
