城乡统筹视角的重庆市农村土地流转制度探索

Exploration on the Rural Land Transfer System in Chongqing under the Condition of Urban-rural Balance Development

土地资源是人类生产和生活的物质基础。随着社会的不断进步,过去的土地制度已经不再适用于今天。在"三农"问题被提上议事日程之际,农村土地的使用制度显得越来越重要,重庆市作为全国统筹城乡综合配套改革试验区,各区县在农村土地流转方面作了一些有益的尝试,农村土地市场已经形成,然而国家相关法律、法规的模糊使得农村土地流转管理不规范,并由此带来了一些问题。因此,如何使农村土地流转向合理化、规范化、合法化方向发展,已成为急需解决的现实问题。

Land resources are the material basis of human production and human life. With the development of the society,the old land system is no longer applicable.The system of rural land-use has become more and more important since the three agricultural problems of the CPC Central Committee was put on the agenda.Chongqing is the area of the planning of urban and rural comprehensive reform pilot. Each district and county has made some useful trials on the transfer of the rural land and the land market in the country has been established,However, the vagueness of the relative national laws and regulations and policy has made the mamagement of rural land transfer irregulate and caused a lot of economic and social problems. So the rationalization, standardization and the legalization of the rural land transfer has become the urgent problems.
