本文通过回顾国内外相关研究指出,以科学发展观为指导,在经济发展方式转变的背景下,探寻建立基于就业创造的农民增收的长效机制,具有重要的理论意义和现实意义。在此基础上,对建立基于就业创造的农民增收长效机制的基本思路展开了分析,并指出了建立基于就业创造的农民增收长效需要解决的若干关键问题,包括确保农民拥有同样的市场机会、建立农村法律保障体系、建立符合就业创造需要的农村教育体系、积极探索农民工的社会保险基金管理模式创新。

The paper researches the long - term mechanism of increasing peasant＇s income based on the creation of employment. The paper puts forward some key problems which need to solve, including ensuring peasant have the same market opportunity, constructing legal guarantee system in rural area, constructing education system which corresponds with the need of employment creation, exploring the innovation of the management model of peasant worker＇s social insurance fund.
