中非石油合作迎来新的战略机遇

New Strategic Opportunity for Sino-Africa Oil Cooperation

近15年来,中国石油、中国石化、中海油、中化集团等中国石油企业已先后在20多个非洲国家开展了油气资源开发与合作。随着中国石油企业对外合作经验的积累以及国际油价去年下半年以来的再次大幅走低,中非石油勘探开发合作迎来新的战略机遇。分析认为,非洲油气资源优势、资源国对外合作的历史、中非长期建立的友好合作关系为中非石油合作奠定了重要基础。作为今后扩大石油合作的战略布局应坚持陆上合作以北非沙漠区为重点、海上合作以西非为重点,同时重视勘探新区和非常规油气资源带来的机遇。最后,从降低投资、进行合作方式创新的角度提出了今后中非石油合作的具体建议。

Over the last 15 years,the Chinese national oil companies,like CNPC,Sinopec,CNOOC and Sinochem,have started their oil ＆ gas resource development and cooperation with more than twenty African countries.With their foreign cooperation experience accumulated and following the international oil price falling sharply since the second half of last year,the Sino-Africa oil E＆P cooperation meets its new strategic opportunity.Analysis shows that the abundance of oil and gas resources in Africa,the foreign cooperation history of the host countries,and the long-standing good relationship established between China and African form a very solid base for future Sino-Africa oil cooperation.As the strategic distribution of expanding oil cooperation in future ,we firmly hold that the onshore cooperation needs to focus on the desert area in North Africa,and the offshore cooperation needs to focus on West Africa,at the same time more attention should be paid to the opportunity from new frontiers and non-conventional hydrocarbon resources.Finally,the article puts forth some detailed suggestions over Sino-Africa oil cooperation in future from the view point of investment decrease and innovative ways of cooperation.
