城镇公办幼儿教育体制改革既要考虑它的历史演变，也要考虑未来社会福利体系建构中对城镇公办幼儿教育机构的定位。当前，城镇公办幼儿教育体制改革的可能路径是：（1）将新建小区配套幼儿园作为公办幼儿教育资源扩张的重点。（2）设立专项资金，重点支持街道和国有企业办园。（3）不断探索民办幼儿教育机构的管理办法。

System reform in urban public kindergartens has to take into consideration the historical evolution as well as its orientation in the social welfare system in future. At present, the practical approaches to the reform is 1） to focus on kindergartens built with new neighborhoods in the extension of education resource; 2） to estabhsh special fund to support kindergartens funded by community and state-owned enterprises; 3） to explore methods for non-public kindergartens management.
