STUDY ON FOREST CLASSIFICATION MANAGEMENT REFORM

传统的林业发展模式混淆了作与商品产业的林业和作为社会公益事业的林业在许多方面的差别,带来一系列严重问题。必须实行林业分类经营改革。改革的任务不在于对森林进行简单的划类,而在于围绕分类经营这一基本要求进行管理体制、运行机制、组织形式、经营方式、经济政策、管理制度等一系列相关方面的配套改革。林业分类经营改革也是林业生产力布局的一次大调整。

Traditional forestry development model confused the difference between public benefit forest and commercical forest and a series of serious problem has been caused,so it is a must to carry on forest classification management.The task of reform is not the simply re- classification of forests,but a comprehensive process in connection to forest classification man- agement including a set of reforms in administrative system,operation system,organization pattern,management pattern,economic policy and so on.Forest classification management is also a significant adjustment to layout of forest productivity.
