当前林业分类经营改革问题及对策

PROBLEMS AND CONUTERMEASURES OF FOREST CLASSIFICATION MANAGEMENT REFORM AT PRESENT

林业分类经营改革是林业实现其生态目标与经济目标的必然选择。目前这项改革进展缓慢。主要问题及原因:林业部门对分类经营改革的思想准备和理论准备不足,政策措施不具体,各级政府对林业建设支持不够,公益林的价值补偿没有渠道。商品林建设受现行管理制度制约。顺利推进分类经营改革需要解决以上相关问题。

Forest classification management reform is an imperative way to realize ecological and economic targets of forestry,but at present the process is very slow.The main reasons are:thoughts preparation and theory preparation for forest classification management reform are not sufficient,policy measures are not concrete,government at different levels has not given enough support to forestry construction,there are no reimbursement channel for public benefit forest construction,commercial forest construction is restricted by on-going admin- istrative systems.Above problems must meet solution in order to carry on forest classification management smoothly.
