詹姆斯·厄尔·卡特（James Earl Carter），刁称吉米·卡特（Jimmy Carter），美国第39任总统，1924年10月1日生于佐治亚州。1946年至1953年在美国海军服役．1970年至1974年任佐治亚州州长，1977年当选美国弟39任总统，1982年起在亚特兰大的埃默里大学任名誉教授。卡特在担任美国总统期间，中美两国正式建立了外交关系。卡特在埃及与以色列的和谈并签署戴维营协议中起到了重要作用，2002年被授予诺贝尔和平奖。2009年1月卡特来华出席中美建交30周年纪念活动。
