从国外的私有林发展看我国的林权改革

Private Forest Land Tenure Reform in China:Foreign Experiences

回顾了国外尤其是法国的私有林经营状况,指出私有林这种制度安排既有利也有弊;认为林权改革的最终目的应当是提高森林经营效率;提出了为推进全国性集体林林权改革需要抓紧时间研究回答的几个问题;最后指出,我国的林业发展处于一个历史岔路口,林权改革是必要的,但目前的主要任务是研究建立保障林改正确开展和健康发展的政策框架体系和保障条件,而不是急于求成。

The paper reviewed private forest management situation in foreign countries, especially in France, and pointed out that the system of private forest has both advantages and disadvantages. In author＇ s opinion, the ultimate goal of the forestland tenure reform should he the improvement of forest management efficiency. Several problems needed to be studied immediately for improving national collective foresfland tenure reform were put forward. In conclusion, the paper pointed out that the forestry development in China is on a historical crossway, the forestland tenure reform is necessary but it should not be fullfilled too impatiently. Instead, the current main task is to research and establish systematic framework and relevant policies to guarantee the correct implementation and healthy development of forestland tenure reform.
