广西实施海洋伏季休渔制度存在的问题及其对策

Problems and countermeasures of implementing summer fishing closure season in Guangxi Province

1999年至2008年,广西已连续十年顺利地实施了海洋伏季休渔制度,成效显著。但仍然存在捕捞强度居高不下、非休渔渔船及作业类型对资源的破坏程度越来越大、渔港基础设施落后、渔船管理手段落后和渔民困境加剧等制约休渔制度实施的问题。本文根据相关专项调研和调查资料,通过分析存在的问题,结合广西实际提出了要将休渔制度法制化、促使越南在北部湾共同休渔、加大渔港基础设施建设的投入、加强休渔制度基础研究和进一步推进减船转产等相应对策,以供决策部门和管理部门参考。

From 1999 to 2008, marine fishing closure in summer system has been implemented consecutively for 10 years in Guangxi Province, and it has achieved significant achievements. However, the implementation was halted by many problems, such as, continued over fishing; damages of fishery resource from none closure fishing boats operations; poor infrastructure of fishery ports; outdated management system of fishing boats; more difficulties of life for fishermen etc. Based on special survey and statistics information, author has proposed countermeasures of joint fishing closure in Beibu Gulf with Vietnam, increasing investment in infrastructure of fishery ports; enhancing basic studies on fishing closure in summer system; and countermeasures on further reducing fishing boats and transforming industry etc. It has provided references for decision-making and management departments.
