摘要
排污权交易通常被认为是,运用市场手段以最小的社会成本有效控制污染物排放的方法。本文主要通过实证分析方法,表明排污权交易制度存在着反效激励的缺陷,克服这些缺陷往往需要复杂的制度设计。结论部分给出了克服排污权交易反效激励缺陷的建议。
