The Market-oriented Price of the Power Industry in China

电荒的原因是由于电力部门的垄断经营和政府部门的行政干预。电价的市场化改革是根本解决电力问题的关键。文章在分析目前的改革措施及其存在问题的基础上,提出一个打破电力垄断的制度框架。

The monopoly of the power sector and the administrative intervention by the government departments have given rise to the power shortage to which the solution lies in the introduction of the market-oriented price system. By analyzing the current reform measures and its existing problems, this article puts forward an institutional framework to break the power monopoly.
