关于修订《功率因数调整电费办法》的论证报告

Reasoning Report about" Power-factor regulating tariff measures"Amending

现时电力系统的安全、优质和经济效益依赖于电力需求侧无功就地平衡。文章论证修订20世纪80年代出台的《功率因数调整电费办法》(简称《办法》)的必要性和可行性。指出修改《办法》使其在新形势下具有激励活力,将能挖掘电网降损及发供电设备潜力,把无功电压的管理从粗放模式逐步转变为集约模式;对修订《办法》提出如下建议:合理地提升减少电费比例;提高功率因数考核标准;考核实时功率因数;扩大考核范围。

The security, quality and economical operation of the current power grid are depending on the local reactive power balance of the demand side. The paper reasons the necessity and feasibility of The Power Factor Regulating Tariff Measures （made in 1980＇s, ab. ＂the Measures＂ in the context）, arguing that to amend the Measure to make it stimulant could reduce the loss of the power grid and excite the potential of the electric equipments, and translate the administration mode of the reactive power to the intensive one from the extensive. Certain suggestions for the Measures amending are put forward, including to reasonably increase the ratio of electric tariff reduction, to raise the assessing standard of power factor, to consider real-time power factor and to enlarge the assessing scope.
