公共政策失灵现象在某种程度上是无法避免的。以我国社会养老保险政策为例,在分析了其政策失灵的表现及其成因的基础上,提出了建立科学化、法制化的社会养老保险政策制定机制和执行机制、有效的预警机制和监督机制的建议,以期尽可能地减少我国社会养老保险政策失灵。

To a certain extent, the phenomenon of public policy failure is inevitable. Take China＇s social endowment insurance policy as the example, on the basis of analyzing the performance and the origin foundation of the policy failure, this article proposes the establishment of scientific and legal formulation mechanism, implementation mechanisms, effective early warning mechanism and supervision mechanism for the social endowment insurance to reduce China＇s social endowment insurance policy failure as much as possible.
