“国家知识产权战略”与中国经济发展

On the relationship between the NIPS and Chinese economic development

2008年6月,国务院发布了《国家知识产权战略纲要》。在我国,目前不少人存在将"创新"与"知识产权"两者隔裂开来的错误认识,将"国家知识产权战略"看作是国家中长期科技发展规划、国家贸易战略、国家可持续发展战略等的子战略。本文力图澄清将国家知识产权战略仅仅局限于国家知识产权局部门发展规划的认识误区,认为国家知识产权战略应当是推动中国走上知识经济发展道路、统领国家未来几十年内经济发展的总体战略,与国家中长期科技发展规划一起共同构成建设创新型国家的行动纲领。同时,本文对实施国家知识产权战略,建设创新型国家中应当重点解决的十大问题进行探讨,对国家知识产权战略制定中存在的不足进行反思,以供国家知识产权战略实施过程中进行参考。

In the June 2008, the State Council promulgated the Outline of NIPS. But currently, there＇ re still many people dissever the concept of intellectual property from the innovation, and treat the NIPS just as a branch of State long and middle term development pro- gram of S＆T. This article tackles with the background of NIPS and the ten major problems confronted by our nation in the implementa- tion of NIPS, for the reference of government policy drafting.
