The globalization of R＆D has led to the international R＆I） talents competition. The developed countries are trying to do everything possible to compete for R＆D talents in the developing countries and other developed countries, which weakens the international competitiveness of developing countries in science and technology and the economy, resulting in a ＂winner- take -all＂ effect. China should face up to the impact of such competition, and actively take measures to cope with this competition.
