This paper puts forward the idea of institutional cooperation, and this idea is embodied by the general and special conditions of the Partnering Agreement. It analyzes the relationship between engineering contract and Partnering Agreement, and puts forward the principle while drawing up the Partnering Agreement, the key contents which should be included and the establishment of the performance target.
