基于全寿命管理理念的技术改造项目管理

LCC-based technical retrofit project management

技术改造管理是资产全寿命周期管理的组成部分。本方法是在设备技术改造项目管理上,牢固树立"全系统、全寿命、全费用"的管理理念,探索形成技改项目管理的特色:在立项阶段,将项目决策建立在对资产全寿命周期管理成本分析基础上;在项目执行阶段,将项目的技术经济指标、安全指标分解到设备采购、安装调试、安全措施和管理等方面;在项目管理的全过程中以企业信息系统作为管理的手段;项目完成后对项目开展后评价。该方法已在技改项目管理中推广使用,取得良好效果,并为正在开展的资产全寿命周期管理积累经验。

Technical retrofit management is a composing part of asset life cycle management. The LCC-based technical retrofit project management method was proposed which reflects the concept of＇＂ whole system, whole life, and whole cost＂ for technical retrofit project management. Its features are： in the project establishing stage, the decision is based on the analysis of asset life cycle cost; in the implementing stage, the technical, economic, and security indi- ces are decomposed into equipment purchase, installation and debugging, security measures and management; in the whole process of project management, the management is based on the enterprise information system; post-evaluation will be conducted for the project when it is over. The above method has been already put into application and has gained good effect.
