在我国社会经济转型现阶段,社会性弱势群体已成为严重阻碍进一步推进改革和构建和谐社会的战略性问题,健全完善我国相应救助安排体系刻不容缓。在明确社会性弱势群体含义基础上,我们分别阐释日、韩、新和我国港台实施救助的成功经验,然后从制度、内容和目标上探讨对我国的借鉴意义和启示。

In term of society and economy transition of China, social disadvantaged group make us slow to progress reform and found harmonious society. It is imperious to complete our Aid＇system to them by studying successful experiences from other nations. Based on understanding to meanings of social disadvantaged group, and explaining respectively to success experiences on aid to social disadvantaged group in East-Asian nations and areas, we can study and inspire from those of institution, subject and object.
