摘要
城市防灾规划从单一防灾向综合防灾方向发展有利于城市效能提高,文章从城市防护与抗震防灾在体系上的互补性出发,对城市人防和抗震防灾相结合规划中的几个突出问题进行分析研究,探讨城市人防和抗震防灾相结合规划的对策,提出整合防灾资源、突出"综合防灾规划"优势的发展途径。文章为城市人防与抗震防灾相结合规划提供有益的规划探索和编制研究思路。
The development of city prevention disaster planning from a single to comprehensive disaster prevention enhances the effectiveness of the city. From the system complementarities of city prevention, anti-seismic and prevention of disaster, this article analyze and research several outstanding problems in combination of planning between city civil air defense, anti-seismic and prevention of disaster, inquiry into countermeasures in combination of planning between city civil air defense, anti-seismic and prevention of disaster, put forward the integration of disaster preparedness resources, highlight the advantages of ＂Comprehensive disaster prevention planning＂ development means. This article provides useful planning exploration and preparation study ideas in combination of planning between city civil air defense, anti-seismic and prevention of disaster .
