唐宪宗、穆宗时期,吐蕃在经过德宗贞元年间唐朝、回鹘、南诏的联合抗击之后,国势渐衰,已不能再对唐朝构成严重的威胁,至穆宗长庆初年,最终与唐朝举行了罢战言和的长庆会盟。而唐、蕃关系的改善,又为唐朝剪除关东叛镇、重树中央权威创造了相对稳定的边疆局势。

In the Period of Xianzong and Muzong of the Tang dynasty, the Tubo Regime suffered from the allied counter - attacks of the Tang Imperial Court, Hehu and Nanzhao and was no longer a serious threat to the Tang dynasty because of its weakening power. In the first year of the Changqing Period of Muzong Emperor, the Tubo Regime held Changqing Armistice Negotiation with the Tang Imperial Court. With the improvement of their relations, the Tang Imperial Court suppressed the Guandong rebelhon and reestablished its authority, which led to a fairly stable borderland.
