AbstractMarket control mechanism and government control mechanism are two economic control mechanisms,between them there are some substitute but can not be replaced for each other.The two mechanisms are not repelled.We should choose some combination of them.The basis for choice is:the cost for achieving the control target should be reduced to a minimum or the effects of management should be raised to a maximum under a certain level of cost.
