The Characteristics of Governance Change in French Universites

自20世纪90年代以来,法国高等教育改革主要是针对高度集权的管理体制进行一系列的渐进性调适,尽管法国一直推崇政府对整个社会的主导作用,政府干预教育的传统根深蒂固,但是面对西方国家高等教育领域治理变革的潮流,尤其是法国国内高等教育发展面临日渐增多的问题,法国政府也并非固守传统,而是作出积极回应,即以分权为导向,以市场为手段,进行较为渐进、稳步的高等教育治理改革。

Since the 1980s, the reform of higher education in France is mainly a series of gradual adjustment aimed at the highly centralized management system of education, Even though French has advocated government＇s dominant role in society as a whole all along, and the tradition of government intervening in education is deep-rooted, facing with the trend of changes of governance in higher education in western countries, particularly the increasing problems emerged in higher education at home, French government does not stick to tradition, but taking a positive response, that is, carrying out a more gradual and steady decentralization-oriented change of govemance in higher education by market mechanism.
