高校行政权力与学术权力和谐机制的构建

Construction of the Harmonious Mechanism Between Administration Power and Academic Power in Universities

在高校内部构建和谐的行政权力与学术权力的关系,是深化高校管理体制改革、建立现代大学制度的重要内容。由于种种原因,我国高校管理中行政权力与学术权力关系中存在行政权力泛化、权力界限模糊、职责分工不清等诸多问题。为了建立高校行政权力与学术权力的和谐机制,应加强以提高效率为中心的法制化、规范化的组织制度建设;重视大学学术活动特点,充分发挥学术权力在决策、管理中的作用;完善民主管理,发挥各种利益群体的作用;借鉴国外高校管理经验,探索适合我国高校特点的管理模式。

Building up harmonious relationship between administration power and academic power in universities is an important part in deepening the reform of university management mechanism and setting up modem university system. For various reasons, there exist many problems such as widespread of administration power, ambiguous power boundary, blur division of responsibility and so on in the relationship between administration power and academic power in the universities of our country. Legislation centering around the increase of efficiency should be enhanced, regulated organizational system should be built, academic activity features should be focused on, academic power should play a role in decision - making and supervision, and democratic management should be perfected with the participation of various groups in order to set up harmonious relationship between administration power and academic power in universities. The management model proper to the university features of our country should be probed in the light of such experience of foreign universities.
