Analysis of Government's Motivation and Behavior in Supplying Public Goods to Rural Communities:Based on North's State Theory

基于诺思国家模型的理论视角,立足政府的生产性职能,供给决策制度变迁的逻辑思路是实现供给决策的"自下而上",以社区居民需求意愿表达机制的建立为出发点,激励乡村社区居民真实显示消费公共产品偏好,使政府供给乡村社区公共产品的动机与决策行为有机衔接,从而实现供需对接,供求平衡。

The paper analyses government's motivation and behavior in supplying public goods to rural communities based on government's production function.According to the analysis,the logic approach of institutional transition in supply decision-making is 'from the lower level to the upper level'.By establishing the expression mechanism of community resideznts' desire of pubic goods demand,the thesis encourages rural community residents to express their real preference to public goods.Therefore,government's motivation and decision-making behavior in supplying public goods to rural communities can be organically integrated,and supply-demand equilibrium can be realized as well.
