新型农村社会养老保险制度分析——以北京市为例

Analysis on New Public Pension System of Rural Area:Take Beijing as Example

以北京市新型农村社会养老制度为例,运用文献法和比较法,系统地勾勒出新制度相比于旧农村社会养老保险制度的进步之处,同时指出新制度目前仍存在着政府责任过重、制度设计不合理等问题。对此,应该严格精算未来可能发生的基金需求,并且通过市场化运营个人账户养老金的方式,使制度变得更加有效率。

Taking Beijing as example, the author draws the outline of innovations in New Public Pension System of Rural Area through literature methodology and comparative analysis in this paper, points out the shortcomings of the new system, such as unreasonable system design, the heavy responsibility of government compared with the old system and gives some methods of improvement.
