对黑龙江省新型农村合作医疗制度自推行以来的基本状况和运行模式进行了详实分析,指出该制度在推行过程中出现的问题,有针对性地提出了改进办法,并为进一步完善农村医疗保障体系,提出了建立政府医疗救助系统和农村医疗商业保险的新设想。

By an analysis on the basic status and the mode of New Rural Cooperative Medical System in Hei Longjiang Province in detail, this article points out the problems occurred during its performance and proposes some measures to make the system progressive. In order to make the system of the rural medical protection system more perfect, this article puts out some tentative plan, such as the founding of the governmental salvation system and rural medical and commercial insurance.
