开放存取对高校传统的图书馆建设来说是机遇又是挑战。应充分认识开放存取的意义和作用,积极进行开放存取资源建设,创建或协助创建机构建立学科资源库、开发利用开放存取资源,提高图书馆的文献信息保障能力和服务水平。

Open access is an opportunity as well as a challenge to the traditional library building of colleges and universities. We should be fully aware of its significance and role, actively carry out the building of open access resources, e tablish or help to establish the resources storerooms of institutions or disciplines, develop and utilize the open access resources, in order to improve the safeguard and service of library literature information.
