凯恩斯主义者认为,政府干预经济的主要手段是提供公共物品和解决外部性。但产业集群兴起后,政府干预经济的视角发生了改变,创造公平的竞争和创业环境、协调产业集群中的企业与公共机构的关系,成为地方政府的主要职能。为促进产业集群的发展和升级,一些地方政府积极进行了职能创新,取得了较大成效,为其他地方政府发展产业集群提供了有益经验。

Keynesians think that the government in-tervenes the economic in providing public goods and solving externalities.But,after the industrial cluster arising,the government changes its way of intervening the economic.The government principal function of economic is to establishing level playing field and the business environment,coordinating the relation-ship of the enterprise in the industrial cluster with the institution.In order to developing and increasing the industrial cluster,some government have been positively exploration the government functions and getting some success.They have provided experience for other local government.
