A series of actions taken by the U.S.such as promoting NATO's eastern expansion,expressing determination in the deployment of its missile defense systems in Eastern Europe and stirring up a new round of arms race,have worsened Russia's strategic and security environment.In order to cope with aggressive offensive from the U.S. and NATO,Russia makes'attack in order to defense'as the core of its security strategy and meets future challenges by speeding up military reforms.
