越南入世和越日关系的新发展

Vietnam’s Entry into WTO and New Developments in Vietnam-Japanese Relations

越日在越南加入WTO以后开始了经贸、政治、安全、文化交往等全方位合作。这里既有越南大国平衡外交的国际政治需求和获得经济援助需求．也有日本希望通过越日关系在东南亚扩大影响力的需求。今后的越日关系会进一步提升，但也存在一系列制约因素：日本的所谓“普世价值”为越南所不能接受；越南经济也不可能顺从日本将经济与突出政治、安全挂钩的路子；日本企图通过越南加大对东南亚的影响，而越南也存有戒心。

All-round cooperation between Vietnam and Japan in economics and trade, politics,security,cultural exchanges and other areas began to heat up after Vietnma' s entry into WTO.Here lie not only the needs on the part of Vietnam to balance big power relationships in international politics and its needs to solicit economic assistance from those powers,but also the needs on the part of Japan to expand its political influences by way of Vietnam-Japanese ties.In the future,those ties will see further improvement,but there still exist a series of constraints.Japan's'universal values'can not be a ccepted by Vietnam while Vietnam will also not be willing to comply with Japan' s ways of linking economic matters with political and security ones.Although Japan hopes to increase its influence in Southeast Asia via Vietnam,the latter still keeps a wary on the former.
