摘要
西方主要发达国家的教育决策有一个共同特点,即教育决策的形成过程,大致先由政府委托的专门委员会或者民间的智囊机构提出研究报告,然后在充分而广泛地征求民意的基础上,由政府或立法机关再行修改,选择或确认比较合适的政策方案,而且每个环节都离不开公众的积极参与,体现了"问计于民"的理念。因而,西方教育决策咨询过程的特点可以概括为研究报告、专家咨询、社会辩论、民主决策。
There is a common phenomenon during the formation process of educational decision-making in western developed countries: first, the special committee authorized by government or folk think tank proposes research report; then, they want public opinion; at last, the government or the legislature will revise it and choose the proper policy scheme, During the process, the public actively takes part in each link, which embodies decision-making thought of “collecting ideas: from the public”. The characteristic of decision-making consultation process can be summarized as follows: research reports expert consultation, social debate, and democratic decision-making.
