Innovation of organizing system for Plan 863 projects basing on virtual organizing theory

虚拟组织理论在国内外的许多领域得到应用,然而在高科技领域的虚拟组织理论研究还处于萌芽阶段。将虚拟组织理论应用到863项目的组织制度变革中,引入新的研发形式——虚拟合同研发组织,可以适应世界新科技变革及我国科技工业自身发展的需要。同时,构建了新组织制度下的组织结构,提出了虚拟合同组织中虚拟核心组织和虚拟项目小组的组成模式,分析了虚拟核心组织和虚拟项目小组各自的职能。

As an organizing form of innovation, virtual organizing theory is practiced in many fields of China and other countries. And that in the field of the national fields, it is studied gradually. According to the characteristics of Plan 863 projects, the actuality of organizing system and the challenges, which traditional scientific research institutions are facing to, are analyzed based on virtual organizing theory. Virtual contract researching organization is proposed as a new organizing system of Plan 863 projects. Then a new organization frame is founded basing on the new organization system, the composing mode for the new organization system is presented, and the function of virtual coral organization and virtual project group is analysed.
