摘要
围绕中央指导新农村建设的20字方针,结合相关实践经验的总结,尝试提出相对系统且操作性强的新农村建设实施体系:以定量化的目标体系为指引,以整合资源的项目库为统一操作平台,并辅以多元融资、资金监管和绩效考核等保障机制。并详细阐述了目标体系的构建方法与内容构成以及项目库的属性分类与演变路径等关键环节。
Guided by the 20-words policy of the new countryside construction by the central government, this paper present a systemic and applicable implementation system of new countryside construction based on practical experiences including quantified targets, integrated projects database, diversified financing system, capital supervision and performance assessment. And it states the composition and contents of the target system, the classification of projects database and so on.
