节水型社会建设的基础理论研究及展望

Research and Perspective on Basic Theory of Water-Saving Society

建设节水型社会是构建资源节约型和环境友好型社会的重要组成部分,更是解决我国水资源短缺问题的根本出路。我国目前面临的严重水污染、水资源短缺和用水效率低下等问题很大程度上与缺乏有效的节水机制有关。因此,构建节水型社会是解决我国水问题特别是干旱区水问题的战略举措和主要途径。本文在系统探讨当前节水型社会建设基础理论的基础上,提出了节水型社会建设还需进一步研究的方向。

Construction of water-saving society is an essential component for establishing a resource-saving and environment-friendly society, also the key way to solve the water shortage problem in China. The occurrence of water issues such as water pollution, water shortage and low water use efficiency at present is largely related to lack of an effective water-saving mechanism. Therefore establishing a water-saving society is a strategic measures and main approach to solve the water problem especially in arid regions of China. Based on discussion Of the basic theory for building water saving society, this paper put forward the further research direction.
