摘要
本文以湖南株洲农民工问卷调查为依据,从企业角度对农民工工伤保险参保率低下存在的障碍进行分析与探讨。结果表明,农民工流动频繁、政策执法不严、保费征缴过高以及企业保险意识缺乏等因素的确在不同程度上阻碍着企业的参保决策。笔者认为,应从企业经济承担能力出发制定具针对性的保险费率,大力推广农民工工会组织建设,在严肃政策执法的同时引进企业社会责任共担机制以保证制度实施效果与政策目标的充分实现。
This article take the Hunan Zhuzhou peasant laborer questionnaire survey as the basis,guarantees rate the low existence barrier from the enterprise angle to the peasant laborer workers' compensation insurance senate to carry on the analysis and the discussion. The result indicated that, the peasant laborer flows frequent, the policy does not enforce the law strictly, the insurance premium drafts has given high as well as the enterprise insures consciousness to lack and so on the factors to hinder enterprise's senate to guarantee the decision-making indeed in varying degrees. The author believed that, should undertake ability from the enterprise economy to embark the formulation to have the pointed premium rate, promotes the peasant laborer labor union organization to construct vigorously,introduces the enterprise society responsibility while serious policy law enforcement altogether to take on the mechanism to guarantee the system implementation effect and the policy goal full realization.
