摘要
《劳动保险条例》实际上经过了新中国最高权力机关的审查同意,在立法过程中体现了"开门立法"的精神,在制度安排上体现为"诸险合一"、雇主负担全部保险费、保险资金全国统筹、覆盖全体雇员等特色。
Labor Insurance Regulation is actually approved by the highest national power authority China. The spirit of＂open a lawmaking＂ is embodied in it＇s lawmaking process. Its system arrangement as following characteristics：various insurances combine into one single, the employer bears all premiums, in new reflects the insurance funds are planned nationally, the insurance system covers all employee and so on.
