关于尊重党员主体地位的思考

On Respecting Communists' Principal Position

党的十七大报告明确提出"尊重党员主体地位,保障党员民主权利"的新要求,并以此作为推进党内民主建设的重要举措。本文从其与党员先进性的统一、以人为本、发展党内民主等方面指出了尊重党员主体地位的重要意义,分析了其在组织领导和普通党员两个层面所存在的问题和原因,并从强化教育培训、树立服务意识、创新党员发展载体、加强制度建设等方面提出了对加强尊重党员主体地位的建议。

As an important measure to improve the inner- Party democracy construction, the 17th National Congress of the Communist Party of China Report emphasizes to respect the principal position of communists and guarantee their democratic rights. This paper points out the significance of respecting the principal position of communists, discusses the existing problems on this issue and presents some suggestions to solve these problems.
