试论地方政府能力的内涵、结构及其特征

On the Connotation,sections and Characteristics of Local Government's Capacity

一个政府想要有效地履行自己的职责,不仅要有"德",更要有"才",这种"才"就是政府能力。在政府失灵的困扰下,政府能力问题在20世纪后期受到世界各国的普遍关注,它是指政府在管理自身和治理社会的过程中所体现出来的能力和力量。对这一话题,我国学者已经进行了较多的研究,但仍有不少的空白。地方政府能力研究是政府能力研究的重要内容,本文在梳理学者们关于政府能力研究成果的基础上,对地方政府能力的内涵、结构和特征进行专门的探讨,以期为地方政府能力的研究、评估和提升奠定一定的理论基础。

If a government wants to perform effectively its functions,what she needs is not only ＂Political Integrity＂,but also ＂Political Ability＂ which in fact is government＇s capacity.Disturbed by government failure,the issue of ＂government capacity＂ has attracted world wide attention in late 20th century.Government capacity is a kind of ability and strength when government governs itself and the society.To this issue,scholars in our country have carried lots of studies;however,there remains some blank space.As the main domain of government＇s capacity research,the research on local government capacity in this article is based on fruits obtained by combing scholars＇ former research.The article probes specifically into the connotations,sections and features of local government capacity in order to set the theoretical foundations for further research and improvement.
