摘要
电信运营商承办世界级重大活动时,需要进行技术支撑、业务运营、服务周全等高效调度管理,对运营商的综合应对能力、现代化企业管理水平是一种严峻考验。本文深入剖析电信运营商公司内部组织架构、业务运行机制,从可行性角度入手,研究对电信运营商通用的指挥调度机制,从网络、市场、服务等方面,搭建立体化工作体系架构,并结合运营商内部的运营体制、操作机制、工作流程,详细阐述应对大型活动的组织机构调整、人力资源调度以及信息运行模式构建等全方位保障策略,建立一套完整的指挥组织调度体系架构,以实现大型活动中公司组织得力、响应快速、统筹协调的应对策略,并形成初步指导性建设方案。
When telecom operators world-class host major events, they need for technical support, business operations, services such as comprehensive and efficient management of scheduling, and this is a severe test about the operator of an integrated response capability, also for modem enterprise management level.This paper, in-depth analysis of telecommunications operator's internal organizational structure, operational mechanisms. From the perspective of the feasibility of starting, research on the carrier's commanding general scheduling mechanism. From the network, markets, services, to build three-dimensional work of architecture. And then, combination carriers operating within the system, operation mechanism, workflow, detailed response to large-scale organizational restructuring, human resources, as well as scheduling information, such as building a model to run full- security strategy, set up a command structure of the organization scheduling system in order to achieve large-scale activities of a company's effective response to the rapid and coordinated coping strategies and guiding the formation of the initial construction program.
